I feel like paint balls should be used.
They typically hurt enough if you get blasted w/o any gear.
They fire based off air pressure.
Which would be an easy modification to have a regulator to make them fire at different velocities.
Some type of way to identify the person afterwards, if that was their intention.
Could use special paint, too, depending on the scenario.
For instance, if it's lat at night, a type of pint that glows in the dark.
Or a type of paint that could emit a certain signal or whatever, that could be picked up easily by a sensor on a helicopter or whatever.
