I think the tactic is to qualify as a candidate for more than one party. So, say she qualifies as

a candidate for the dem party and an obscure local party as well; she gets the total of all votes from both of those parties. You can add them up.

I think what just happened was she didn't get enough signatures for a local party, so wasn't put on the ballot for that party.
