I would argue that they intentionally caused someone else's death. Their motive clearly wasn't to spike the numbers (why pick a group that doesn't move around much and wouldn't spread it to many others?)

 

Their motive wasn't care because of the capacity on the ships and pop up hospitals.

 

Their motive was to spike the death numbers. They knowingly did what they did to spike the death numbers for the narrative and to cause panic. There was nothing "unintentional" about it.
