Latin was only the primary language in the roman empire and only because of their conquest. Commoners still had their languages, and didn’t learn written latin. The catholic church bitterly persecuted anyone that dared be a follower of Christ not under the catholic regime, and they persecuted Martin Luther (and others) for translating it into common tongues. Latin was their means of control, in more ways than one.
