As I recall, bank robbery used to be just a State crime until the Feds figured out how to federalize it through the legal logic that a bank which is federally insured, and/or is engaged in interstate commerce, is a federal asset.

So the legal logic for prosecuting murders in nursing homes may be thus:

If a nursing home receives federal grants, loans, or if the residents affected receive federal money (Medicare, Medicaid, SS, SSI, etc), then their murders could be considered offenses to the Federal Government.
