The whole world has seen Raz distributing guns to criminal thugs. If the purchase of those guns was subsequent to the grant for the "music studio", it can be that the mayor was an accessory to a crime. If someone is shot or killed with those firearms she would be an accessory to that as well.
These people are playing with matches in a closet full of gas cans. Its just a matter of time.
