More Cov-19 deaths = fear in the living = easier to get support for vote by mail.
Don't forget about public Medicare and Medicaid. These are Federal programs. The investigation in it's early stages is about non-compliance with these programs. That is where the crime may be… over-riding Federal rules without authority to do so. These governors UNILATERALLY created a 'one size fits all' for a very specific and targeted group of persons… deliberate, willful intent to harm for, likely, multiple gains in their agendas. For Medicare the State is the payor of last resort… meaning the State is to be reimbursed from the deceased persons remaining assets… is a wealth transfer (Medicaid qualifications, though, is a means tested program so to qualify requires a person to prove they do not have the financial resources to be able to afford medial insurance). These Government regulated programs, Medicare and Medicaid are funded by the Federal Government and implemented at the State level. Funding requires compliance which goes deep and wide… i.e. non-discrimination of protected classes (this is a case of elderly persons class, based on AGE), apply American with Disabilities Act, Section 508, and were these Governors practicing medicine without a license? They made placement decisions for a select group of persons reportedly having a medical condition… discrimination. Then consider the spread of Cov-19 potentially to all persons in the nursing home… staff and client residents = spread the virus which it EXACT opposite of stop the spread.
Cuomo made promises that nursing homes could place Cov-19 patients in other care facilities if needed but it appears that was a false claim… dead end… no such real, true remedy available.
