Any payoff to Stormy smacks of blackmail. If this isn't staged theater, this might be acquiring evidence of a payoff to a blackmailer/extortionist. Ol' Bobby has a thinks he has a mandate to prosecute "any crimes he finds". Maybe this is one of those.
