Compartmentalization.
Just because there is a Director of the FBI/CIA/etc… doesn't mean that Director has full knowledge or control over what happens agency-wide and the rogue elements in said agencies.
Interesting things inquired in this doc, although it came out of the CIA in 1959.
By 1959, various corporations/think-tanks/compartmentalized projects already solved the gravity equation for manmade spacecraft & had contact w/ various ET groups.
Me thinks the Asst. Clown Director who penned this memo wasn't read in on some of those projects.
Check into Lloyd Pye's work on human DNA - we didn't evolve from monkey's, there was some tinkering along the way (we have 2 fused chromosomes, not normal…)
