I recall doing some research on No Such Agency and how they run security checks on equipment they are planning on using. Hard drives for instance. They need the source code for the BIOS so they can trawl thru that and search for some vulnerabilities. When they find them, most are reported back to the manufacturer so they can be patched, but they do hold on to some of the previously undetected 'zero day' exploits. It is the back door. It's entirely possible that Cisco has had a zero day exploit that the letter agencies have known about but not disclosed.

 

I remember reading about Lenovo laptops being comped from the factory in China. Letter agencies won't use them for that reason.
