Admitted to practice in Maryland and the District of Columbia, Mr. Mercer graduated with a Juris Doctor from the University of the District of Columbia David A. Clarke School of Law in 1994. He was appointed by the governor to establish support for the Subcommittee on Forensic Science, to represent the Education, Ethics and Terminology Interagency Working Group of the state of Maryland and to address the United States President’s Council of Advisors on Science and Technology in 2016.
Mr. Mercer has been featured on media outlets such as MSNBC, PBS, ABC, HBO and CBS. For his DNA and forensic science litigation, he is widely known throughout appellate and trial courts in Maryland, and in 2002, he was involved in one of the most important criminal procedural cases taken before the United States Supreme Court, Maryland v. King.
