Postulate that all dem controlled areas are utter third world type cesspools. Want something from officials? Pay up. Want to stay out of jail? Don't piss them off. Expect them to do good things for the populace, while maintaining infrastructure and upholding law? A wild fantasy. These goat people have chosen, and the results are consistent.
