Sounds like Northrup Grumman screwed up the payload adapter for the satellite so it didn't release when it was supposed to. But keep in mind that at the same time this was happening there was that MH370 search boat that went missing for a few days off the coast of Australia. IF Zuma's reentry was controlled they could have dropped it and had it (whatever IT is) picked up by this boat
