Prior to leading In-Q-Tel, the intelligence community’s capital venture firm, Porter served as the president of Teledyne Scientific & Imaging, as well as serving as the first director of Intelligence Advanced Research Project Activities in the office of the Director of National Intelligence. Porter also worked as an associate administrator at NASA , and as a program manager and senior scientist at DARPA.

Well, the issue is that parts of the SM intelligence collection, monitoring, analysis, and delivery, are no longer being carried out by the military/three letter government agencies. Rather, it’s being conducted by a horde of private intelligence firms.
