Note the significant loophole at Sec. 2(a)(2)(b):

"INTENT OF ACT- Nothing in this Act is intended to restrain or restrict ""peaceful"" scientific research or development."

All they have to do is say that it's peaceful, and they can do anything.

He recently said on the Alex Jones show that coronavirus was a bioweapon.
