Pence was answering a different question about Russian contacts during the campaign.
That got conflated into Flynn lying.
But during the hyper-sensitivity about Russia during the transition, they didn't want to make news about even Flynn talking to Russia, or PENCE lying about it.
Better to blame it on Flynn than your VP.
