Actually he cannot.
The original writ was filed by Flynn's lawyer; Sullivan was ordered by the court to answer why they shouldn't issue the writ. In layman's terms, Sullivan was treated like a witness.
Witnesses have no standing to appeal.
Only parties to the case can (Flynn and the DOJ).
Neither will.
