He's fucking stalling. That's not a dismissal of the case. He is issuing a stay meaning a HOLD on the upcoming dates. While the fucking dem DC cucks come up with a plan. Probably another appeal. Don't know if that would be to SCOTUS or another DC type appeals court. But anything but a DISMISSAL of the case is just that. NOT A DISMISSAL
A stay on the proceedings can be lifted once they figure out what they are going to do. He will openly trash the appeals court ruling I bet. The guy already went rogue. He has no one prosecuting the case and that didn't stop him. He's rogue. Until it just falls flat. He will destroy himself in the process I suppose. They will have to appeal somewhere else? Who knows. A stay is NOT a dismissal.
A mandamus order is essentially a higher court telling Sullivan he is legally required to dismiss the case. Yet he didn't do it.
