POTUS needs plausible deniability to fire RR.
Perhaps the mechanism is DOJ's failure to deliver the FISA documents Congress has been asking for. IIRC, one Congresscritter has already submitted a bill for RR's impeachment. Use that avenue to remove RR. Then his replacement can fire Mueller.
