Q is giving 2 meanings

1. Baby on floor- baby's notoriously stick their hands in their mouth. Parents clean floors with chemicals that babies should not get into their mouths.

2. CHEMICALS were used, they knew they were going to be used, and were trying to tell us in advance.

There is no pic of a baby on the floor. Parents are not intentionally harming their kids (ok, most aren't). THE START is conveniently used to say:
