The bill appears to remove all the armed forces from being used for any purpose in the US. This would prevent use of the military in riot control, elections work, and even disaster recovery. (Going by the title, as bill text has not yet been received).

I would not only pay attention to their use in election. Q mentions it a lot as it is THE critical decision point for slavery or freedom, but don't take only the superficial meaning of what is said, as the secondary/tertiary/+ meanings are often very revealing.
