The Flynn case was the blockade. They had to stop Flynn from becoming the NSA. It would effectively put them in a position to say "Hi boss, we're committing Treason against you. Here's the paperwork."
But more than that, Sullivan and the proseuction were dragging the case out as long as possible, trying to outlast Trump. They wouldn't even sentence someone who plead guilty.
Trump as the top law enforcement official was legally unable to do anything, due to the conflicts of interest. Those Strzok notes we just got exposing Obama ordering the Flynn case reopened after cleared the day before by Comey? Strzok was removed at the start of the Flynn case, involving a recusal issue with Contreras, which resulted in Sullivan getting the case. Which means…they were unable to produce the documents until the actual Flynn case was closed.
The DoJ/FBI is treating the closure order as a green light. Now comes the flood.
