China’s ambassador in Washington and a Chinese diplomat in New York City secretly aided in the recruitment of scientists in the United States, according to the FBI.

 

An affidavit, filed in federal court last year and unsealed in April, gives a deeper look into China’s tactics as top U.S. officials have increasingly warned about Beijing’s espionage capabilities. The affidavit was first reported by the Daily Beast on Monday. The word “China” is almost entirely (and purposely) redacted from the court filing, though it does appear at least once, perhaps missed in the redaction process.

 

The source also told the FBI that the Chinese ambassador to the U.S. and a diplomat in New York would be attending a science summit in Boston with other Chinese officials who would be traveling to the U.S. to “recruit individuals to [redacted],” the affidavit said. The scientist was one of several speakers slated to deliver opening remarks at the event.

 

The unredacted version of the affidavit does not name Cui Tiankai, who has been ambassador to the U.S. since 2013, or the diplomat in New York City.

 

At least 54 scientists have lost their jobs over a failure to disclose financial ties to foreign governments, the National Institutes of Health said earlier this month. An overwhelming majority (93%) of those cases involved funding from a Chinese institution.

A Balkans meeting planned in Washington was canceled after Hashim Thaci of Kosovo was indicted with war crimes. But somebody at the New York Times apparently thought the Serb must be the default villain in every story.

 

“The White House had planned to host the presidents of Serbia and Kosovo on Saturday. Then Kosovo’s leader was charged with war crimes,” starts the Gray Lady’s story on the failed summit.

 

But when it was shared on NYT Twitter account, the premise mysteriously morphed, stating that it was the Serbian leader who had been indicted. Subsequent tweets described the accused party accurately, while the erroneous one, which some readers found amusing, was deleted.

"With little or no guidance on transitioning to 100% distance learning, Bill, Paul, school principals and teachers did the hard work necessary to first understand the needs of students and teachers and then developed a framework to execute the program," said Senate President Kouchi. "With their innovative leadership and decisive actions, Kaua‘i students should be able to achieve a meaningful and enriching learning experience."

 

The community-based initiative will be implemented in three phases:

 

Phase One will begin in August 2020 and will provide internet access, Wi-Fi hotspots, and ensure that all Kaua‘i Complex Area students have a working device.

Phase Two will overlap with Phase One, provide devices for teachers, and support teacher training which will begin in July. This phase is designed to prepare teachers for a new blended in-school and distance learning platform by the first day of school this fall. This phase will also provide a help desk to support parents.

Phase Three will implement evaluation tools and internal and external support staff beginning in the fall of 2021. This phase will be funded by the Kaua‘i Complex Area budget.

 

To do this, Kaua‘i needed $400,500 to provide 750 students with cellular wireless Wi-Fi devices and access with the cost per student of $534 for the Wi-Fi device and internet access for 12 months. Training for Kaua‘i’s teachers and new equipment for distance learning practices, will cost $190,500.

 

As of June 21, seven funding partners had committed and provided resources to make the Kaua‘i Education Technology Pilot Project a reality:

There is an ongoing tendency to confuse models and actual data.

 

Nobel laureate Daniel Kahneman, the author of Thinking, Fast and Slow, suggested we fall victim to cognitive biases by Thinking Fast, thus moving us away from the rational thought of Thinking Slow.

 

For example, a “substitution bias” causes us to reject a computationally complex judgment for an easily understood one.

 

It may be easier to point to neat model results as “proof,” particularly when these results confirm our expectation than to wade through noisy, conflicting observational data. We cannot argue that all floods are caused by climate change.

 

Fast reporting also missed key study details in the rainfall story, particularly key limitations.

 

The study itself says, “Many of the physical processes that produce extreme rainfall occur at spatial scales smaller than those that can be reliably simulated by available models. Local-scale events are not well captured.”

 

It also stated model results may diverge from observations in the west and central west — observations show decreases in extreme precipitation while all three models show increases.

 

In some regions, it turns out all models are “wrong”!

 

A broader analysis of major floods across North America and Europe using observational data found “the number of significant trends in major-flood occurrence across North America and Europe was approximately the number expected due to chance alone.”

 

Checking theories with data shows that there is yet no change in significant floods.
