"To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the Acceptance of Congress, become the Seat of the Government of the United States, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings"

 

You see here that the seat of the federal government is established under the understanding that the territory is obtained by "Cession of particular States". That means the territory was ceded to the federal government for the express purpose of becoming the U.S. capitol, and NOT for the creation of a new state. By creating a new state out of that territory, the federal government would be in violation of that agreement with the state(s) ceding the territory.
