I don't think it's anything.
It's base-3. Computer people don't think in base-3. Base-2 or base-4, sure. But 3 is totally alien.
There are certainly ways it can work. But they imply a degree of complexity that seems out of character of something like this.

There will be no civil war because the Left/Right situation is not symmetrical. The Left views the Right as irredeemable deplorable that must be destroyed. The Right views the Left as hapless gas-lighting victims who need to be cured with reason and evidence. The Left will happily riot in the streets. But the Right will never come out to play (except the ones with badges).
