The flags hoisted in the pic are known as "dress ship". There is a prescribed sequence but it has no meaning. It's done on special occasions and visits from dignitaries.

 

The orange life vests are required by the USCG and shipyard. Civilian and mil must wear then at launching/sailing. The ship is pre-commisioning so it's still not owned by the Navy although deck crews routinely wear orange kapok vests when getting underway or returning to port (we call it sea & anchor detail).
