Ain't nothing happening any time soon … because HR people have to have degrees to push paper and the presence of a degree in a candidate is their "get out of jail free" card for hiring a lemon.
It used to be that you couldn't get fired for buying IBM computers … until other companies began to offer double the processing power at 1/3 the cost and management began to catch on.
Same for hiring employees. HR is not required to understand competencies (yet). Once upper management starts getting weaned off their sheepskin addiction, HR will have to sharper. And that is going to really mess with a lot of little hotties in tight skirts with associates degrees in sociology / management.
But don't hold your breath – this is a big boat and it's going to take a long time to turn around. I was a die-maker (among other things) and worked with guys who did more calculus on the back of the wax paper from lunch every day than most management were capable of.
And I really fail to see how you can manage a man whose work you cannot check.
