could be way off but here is
my theory: all three men with guns are apart of the local satanic temple, they pre-planned this shooting :1 man is killer(guy in shorts and is main shooter) number 2 guy with the gun covers the main shooters flank from any would be heroes, Number 3 guy (satanic symbol jacket guy) acts as a target marker, he selects the target and shadows the target. when the go signal was given the main shooter shoots target while shooter 3 (ar satanic jacket guy) provides fake return fire (he misses on purpose ) onto shooter 1s position: shooter 1 and 2 flee during confusion.
