creating poor air quality at the point of spraying.
Violation of various clean-air laws.
put out individual zipped check-summed files that open in a browser and run script directly from the whitehouse.
each one would be a full and complete 'web creation'.
allow a portal for response.
if you vandalize things you will have to face the consequences.

I reemmber putting stuid graffitti when I was a teen, but I didn't think it was harmful.
