I would say that lookng for mutual follows (would allow for DMS, right?) would probably expose some fake accounts for others, but I am not really familiar with the way people can track a twitter to an emailto other emails and get actual person. Essentially doxxing. I am sure people here can do it, but it will be time consuming

Not tweeting doesn't mean not talking. Think it through and as I said, mutual follows can communicate to each other. Do with as you please to check, it takes effort and many are faster and smarter about all that. You may even actually find his other account.
A "dead" account would be the perfect one for DMing.
