In all fairness the lower scores are in part due to an environment in the early stages of mental and emotional development that are not conducive for full potential.: broken home, stability,single parent, lack of loving and nurturing etc. Child mental/emotional development is it's fastest between birth and age 5 . Withhold certain aspects of positive mental stimuli at this early age and any group will have a reduction in overall IQ points. The decade you are submitting was unfortunately one of the highest decades of drug induction into the black community and with it is the consequences that this graph depicts. The lack of emotional development then complicates it as the subject becomes older having poor coping skills as they realize the reality of their situation. Blame the liberals and social policies while lowering the bar in the educational system, allowing failure and acceptance of bad behavior. Kids by nature want to do well and please their parents or elders but 24/7/365 of negative influence takes it's toll. Any one can be broken (adult) and a child is that much easier to break to a point where development will only go so far. We do not know the ages at which these scores were tested for and how the % were calculated against known populations. If there are more of one group than another the % group with more individuals will show higher % results across the board
I'm not making excuses for bad behavior or acts of violence. Those are choices but when dealing with scientific data it's easy to present numbers to one advantage or another unless all the findings are presented and even then as we see with Covid-19 testing parameters can also be structured to give a wanted result.
