Very simply, congresses passed a law stating explicit condemnation and refusal to do business with companies that supported prostitution or human trafficking was a condition to receiving US money for ngos.
The sorts open society groups overseas didn’t like this and claimed 1st amendment protection. Supreme Court said companies overseas do not have constitutional protection. As such foreign open society ngos cannot receive US money.
