My question to Q is this:

If hospitals are getting paid for each positive diagnose of covid - 19,

is there a link between total number of cases and hospital funding. In the US and UK for example the above was true and the cases were high.

Japan and Indonesia on the other hand had no lockdown, yet they had a low number of cases. Did their hospitals get paid for each new covid 19 positive patient?

Is this relevant? Am I on the right track to make this connection?
