The SES ranks of the civil service are executives, so it could refer to executive officers (in the government). Elected officials is also a good possibility.
The can't stop me and my neighbors from porch drinking, and talking about the flu hoax. 2 of my neighbors now know about Qanon. Probably wouldn't have had the conversation had they not given the flu hoax to talk about.
