Looks like they counted every time they moved a container (spotting) rather than the actual load limits. Unless they were "cooking the books" to create impressive numbers. When anons see "TEU" about a containership, think standard size 20-foot long containers. There are smaller, and larger, but the twenty foot is the standard for measure.
