Why hasn't POTUS been able to stop Chemtrails?

He controls the military everywhere for the USA. Can't he simply say, RAID the NASA hangers and stop the spraying? He doesn't have to expose US to the conspiracy, but we deserve to breathe clean air while we're suffering through all this.

He's been in office 3.5 years. If the LIGHT is winning, this is a SIMPLE covert win for humanity.
