I agree with you that fire looks suspicious [from the limited pics I've seen]
The bldg didn't have sprinklers, but a working smoke alarm should have been present.
Also residents would not be called and the building would not be evacuated.
No one at the desk would also be normal as they likely would be assisting fire with access
When a high rise alarms, usually the fire floor and the one above and the one below are in alarm and evacuated.
