Yes.
When soil dries out, plants will go into growth spurts. Right now, we are in the drier times, which would ultimately result in these faster paced growth rates. Many ways to affect the rate of growth on the plant, really. I'm just going with the first one that popped into mind that seems relevant. But Nature is amazing, and 13 inches in a week is not outrageous for a variety of plants. Corn is just one example, but reasonable considering the bulk of growth is, indeed, vertical. At least until cobs start using water and nutrients for their development purposes
