As per the proposition, a warrant is required. But @POTUS has learned already just how such a requirement works out in practice and how it will be blatantly abused (Think FISA).

Remote access to encrypted data is proposed. The potential for exploitation of such a mechanism is immense, as there is simply no error free software, ever. Any implication to the contrary is extremely ill-informed - Errors and shortcomings will be found by adversaries and will be exploited, as has been demonstrated times and times again in practice (see CVE database).

By introducing a mandated backdoor to encryption, the proposal weakens computer and network security to an extent that puts not only lawful electronic commerce, but any and all data storage and processing -even the government's own- at immense risk of compromise.

The proposal does not introduce any meaningful deterrent to bad actors at all, for those will simply implement their own encrypted communication systems that will ignore the law.
In short, it's like revoking 2A.
