If the blue N2 glow and the lightning bolts are any indication, my guess would be: It's a column of very, extremely, highly ionized air.
The apparent degree of control is very impressive.
No chemical spraying needed to obtain a blue glow. N2 and O are sufficiently present in our atmosphere.
