The Bounty

Russian forces are not being paid a bounty to kill flesh and bone human soldiers, they are being paid a bounty to target and kill Artificial Intelligence Soldiers. Signal Intelligence Services are the primary target with a secondary target of Digital Assets both foreign and domestic. The threat of the non-biological soldiers is a greater risk to the survival of humanity than the field soldier of flesh and blood.

DARPA created Super Soldiers that are mentally conscious cyborgs with silicon based skin and non-biological fluid in place of blood. They are paying upwards of $10,000 (707,900 Ruble) per digital non-biological soldier.
