Guessing again, but by looking at reaction to open states and emphasizing new cases I think there's a more deadly virus version that can be sprung. For example, if Trump holds rallies and the death toll rises (because deadly version was released), he's fucked. Anyway, I think that's the reason for the rally wind down.
