The speculation (especially here) has been, it was the Mossad. But it is obvious he got his money & business plan somewhere. Whether it was the Mossad or not. Or maybe rogue CIA/Mossad/Chinese?
The glaringly obvious fact he was protected, strongly implies (if not demands) he had a powerful puppeteer.
