In Dark City, two opposing "forces" can both control reality. The antagonists can not only manipulate actual physical reality, but can implant and remove memories.
The protagonist "wakes up" in the middle of an implantation and discovers that he too can change reality and the battle ensues.
I think the plan keeps going back and forth as the opposing forces in play deploy all of their abilities to wrest control of reality, and finally total control.
I'll stop when I think we've overcome them.
