You are not far off. In LIL, there is only one Pharaoh in each country and the Pharaoh works the Magick of Eugenics which controls breeding. Part of that is the bloodlines themselves, but there is no ROYAL bloodlines as such. The elite do compete with one another for rank, so to become ROYAL you have to accomplish goals within the magickal system. And the Pharaoh does make decisions about this, but remember that people do move between countries and there is ONE MASTER OVERSEER. Also, within the high degrees of the elite, they do practice a form of democracy. It's just that the sheep are not invited to the party.

Since they require SURVIVAL OF THE FITTEST within their system, they will always have cracks in the system. They do specialize, sometimes by choice, and sometimes on the orders of a matriarch who cannot be denied (because SRA and MK Ultra works).
So I'm not saying they are all in LIL. I am saying that LIL is the ties that bind the highest levels together. But there are many other occult orders that follow the teachings of Aleister Crowley and most of them are at least partially tied into their network.
