Maxwell was a procuress as described in Marquis de Sade: The 120 Days of Sodom (1785). The libertines who paid her, also probably hired pimps as well. Prince Andrew wasn't just a perpetrator, he too was a victim and was milked for money and information. It is doubtful there was only Epstein and Maxwell running this scheme.
