It's literally all around us. Yes, we can tap into it. However, we use quite a bit of electricity, and still have much to learn about how and why Nature is the way it is. If you steal all the charge floating around in the Earth's atmosphere to use for manufacturing garbage and watching tv all day, what's left to power Nature? Furthermore, what will keep us safe, should all the charge, which does protect Earth against meteors and space shits, be used up on dumb projects like CERN or anything else stupid people do? How can you be sure evil dickheads don't just steal all of Earth's energy to make super-weapons that will be used to destroy the rest of mankind?
"Free energy" sounds great, in theory, but there are still considerable amounts of equipment necessary to tap into said "Free energy", and that cost money to make. Same goes for the people who have to develop tech and shit to access said "free energy". Would it be great if we didn't have to pay police for the job they do? For some, sure! However, the rest of us are gonna be stuck wondering who to call should something go wrong. I'm sure if police had to donate their time to keep you safe, they would give significantly less fucks than they do now, assuming there are any that would be left, since working for free in a capitalistic society gets really fucking old incredibly fast. But maybe that's just logic and reason speaking too loudly. Who knows?
