Heat gun and a sharp stiff putty knife will take it down to the bare wood. Takes some practice so you don't burn the paint. Then wash it with paint thinner to remove what is left embedded in the grain, and rub with a scotchpad. That will get 99.9% off. Then sand smooth with 100 grit, then 150 grit, stain, varnish, paint whatever you like.

I wonder if Daniel Lippman is related to the famous Walter Lippman, who was a founding father of modern liberal propaganda. In one of his books, he said that "the purpose of journalism is to shape and mold public opinion."
Further, he was an early and influential commentator on mass culture, notable not for criticizing or rejecting mass culture entirely but discussing how it could be worked with by a government licensed "propaganda machine" to keep democracy functioning. In his first book on the subject, Public Opinion (1922), Lippmann said that mass man functioned as a "bewildered herd" who must be governed by "a specialized class whose interests reach beyond the locality." The élite class of intellectuals and experts were to be a machinery of knowledge to circumvent the primary defect of democracy, the impossible ideal of the "omnicompetent citizen".
