Not necessarily.
Respiratory viruses do best at a particular level or virulence. Make the host too sick and they change their behaviors in way that limit transmission. Don't produce enough particles and they miss opportunities for transmission. So whether they are man-made or natural they will always evolve to a level comparable to common cold or influenza viruses.
