So this kind of explains why GM was in NJ and how they found her.

She thought she could get in without being detected. Maybe the US (knowing what was going on) allowed certain bad characters in the country (sort of using them as bait to see if they could slip in still). GM/cabal thought it was safe for her to sneak in as well. Then they nabbed her!
